I haven’t watched Attack of the Clones in awhile but to me, it always played like Anakin was starting to accept that she wasn’t interested and as soon as it became clear that he was giving up. Padme broke down crying that she wanted him as more than a friend.

Again, just how it plays on screen in the movie. Like she’s the thristy babysitter that was getting upset that the kid she used to watch was moving on.
This isn’t a documentary. There isn’t stuff happening behind the scenes that we aren’t being shown. This is a story being told and, unwittingly or not, that is the behavior being portrayed.
This is a fictional universe with comic books, video games, TV shows and books constantly being released to re-contextualize the narrative large and small. There’s no-way the intention was to have Padme manipulate Anakin. You’re right though, that is what’s portrayed.
Ret-conning is a thing, of course, and I’m not saying they meant to show Padme grooming him, but if those ambiguities are there, it’s either intentional or bad writing.
I think they mean that she groomed him.
Nothing happened between them until he was 19 and she was 24.
I don’t think you understand what grooming is because what you said does not preclude it.
