Palestine does have it’s own IP address allocation, its internet is structurally dependent on israel but they have generally been seen as separate in networking. You are right though that there is a lot of mixing in there and it’s not exactly a black and white wall of difference (but also ip addresses never really are). It’s not common due to minimal prosecution of piracy, If it was more common this wouldn’t be very meaningful.
